Due Diligence Playbook Before Parting With Liquid Cash

Paying a rental advance in Chennai is often treated like a hasty informal transaction. Once money changes hands, resolving water problems or claiming refunds becomes exhausting. Use this 10-point checklist before signing or transferring funds.

1. Electricity Bill (TANGEDCO) Arrears Verification

Ask to see the latest TANGEDCO electricity bill receipt or consumer number. Check online on the TANGEDCO consumer portal: - Verify that previous bi-monthly bills are paid in full. - Confirm there are no commercial penalty surcharges or unmetered shared common lighting disputes. - Ensure the consumer meter belongs specifically to that residential door portion.

2. Water Supply Source & Summer Tanker Protocol

Never take "24/7 water" at face value: - Test the kitchen and master bathroom taps directly. - Inspect the water color and smell (groundwater in interior Medavakkam, Thoraipakkam, or Velachery low sectors can be brackish). - Ask whether Metro Water is available on scheduled days and who coordinates private water tankers when the borewell level drops in May and June.

3. Plinth Level & Cyclone Water Stagnation History

Inspect the ground-to-road level: - Look at the basement or compound wall skirting for horizontal brownish watermark lines indicating 2023 Michaung or 2015 flood levels. - Speak casually to a shopkeeper or auto driver on the same street: "Does water stagnate here during heavy rain?" - If the street floods knee-deep, ensure your two-wheeler and car have elevated parking bays.

4. Legal Proof of Ownership

Verify that the person claiming to be the owner actually holds legal entitlement: - Ask to inspect the latest GCC Property Tax receipt or electricity bill in their name. - If dealing with an authorized relative or caretaker, request an explicit Power of Attorney (PoA) or written owner authorization before transferring funds.

5. The Token Advance Receipt Clause

If paying a token amount (e.g. ₹5,000 to ₹15,000) to hold the flat, transfer it via UPI with this exact description: "Token advance for rental agreement of [Flat/Door], subject to mutually agreeable lease terms and clear utility arrears." This digital trail prevents arbitrary forfeiture if the landlord introduces unexpected lock-in clauses later.
